In order to further optimize the traffic order under the jurisdiction of Guishan Town, improve the traffic safety awareness of citizens, effectively reduce road traffic accidents, and protect the safety of people's lives and property, according to the Road Traffic Safety Law of the People's Republic of China, the Road Transport Regulations of the People's Republic of China and other laws and regulations, combined with the requirements of the People's Government of Guishan Town Road Traffic Comprehensive Management Work Plan, Our town decided to carry out Guishan town district road traffic order concentrated rectification action.

The relevant matters are hereby notified as follows:

First, Traffic situation

(1) There are illegal operation of sightseeing vehicles in the area of Guishan Town, and some vehicles that have not obtained formal operation qualifications (such as sightseeing vehicles, cars, tricycles, etc.) illegally carry passengers and charge fees in the area of Guishan Town.

(2) Some drivers do not wear helmets when driving motorcycles, electric vehicles and other vehicles as required by regulations, which brings safety risks to themselves and passengers.

(3) Some tricycles in the jurisdiction have illegal manned and illegal parking phenomena, especially the strict management of the road area, the fifteen Bay area, the passenger station area, which is the illegal parking of tricycles in multiple areas, seriously affecting pedestrian traffic and driving safety.

(4) When driving a motor vehicle, some drivers do not slow down in accordance with the provisions of the crosswalk, occupy both sides of the motor vehicle lane, reverse traffic and other non-compliance with road traffic rules, which is easy to cause traffic accidents resulting in injury to themselves and others, seriously threatening their own and others' life and property safety.

Second, regulation area

Main and secondary roads, major traffic intersections, commercial streets, public places and surrounding areas, transportation centers and surrounding areas, schools and surrounding areas, health centers and surrounding areas, Guishan Village, Guihai Village and other areas under the jurisdiction of Guishan Town.

Third, focus of rectification

(1) Driving electric bicycles, electric mopeds, electric motorcycles, motorcycles in motor vehicle lanes, driving in reverse, failing to install license plates in accordance with regulations, failing to wear safety helmets in accordance with regulations, disorderly parking and other illegal acts.

(2) Driving a non-motor vehicle does not comply with road traffic rules, does not walk on non-motorized lanes, drives in the opposite direction, illegally carries people, parks carelessly and other illegal acts.

(3) driving a motor vehicle without yielding to pedestrians, failing to stop and give way when pedestrians are passing through the crosswalk, failing to follow the prescribed lane, arbitrarily changing the motor vehicle lane, failing to comply with the traffic signal regulations, not using the seat belt, turning around at will in violation of the marking instructions, disorderly parking and other illegal acts.

(4) Illegal operation of vehicles (including cars, hotel delivery vehicles, motorcycles, etc.) without formal operation qualifications within the jurisdiction.

(5) Illegal behaviors such as random parking, overloading, speeding, fatigue driving, etc. of qualified vehicles for regular operation.

(6) The use of goods, barrels and other items to occupy public parking Spaces, illegal parking outside parking Spaces, illegal parking drivers are not present, illegal parking drivers refuse to leave the belt and other illegal acts.

(7) Other road traffic violations.

Fourth, remediation measures

(1) The traffic management department will strictly regulate traffic violations by means of education and persuasion, on-site investigation and equipment capturing.

(2) The road traffic violations investigated and punished by the Guishan Town Police Station will be punished according to law. Those who refuse to accept or cooperate with law enforcement and obstruct the people's police or public servants from performing their duties will be dealt with in accordance with the relevant provisions of the Law of the People's Republic of China on Public Security Administration Penalties and the Criminal Law of the People's Republic of China.

(3) During the rectification period, the electric bicycles, electric mopeds, electric motorcycles, motorcycles do not install license plates in accordance with the regulations, and the traffic violations such as disorderly parking, not wearing helmets, and non-motor vehicles walking on motor vehicles shall be severely cracked down on.

(4) Severely crack down on traffic violations such as illegal carrying of passengers and illegal charging of all types of vehicles (including automobiles, hotel shuttles, motorcycles, etc.), and report to the transportation management department. Strengthen the supervision of vehicles on the island, ban illegal operations according to law, and maintain normal traffic order.

(5) Strengthen the supervision of tricycles, clearly specify parking areas and manned standards, and prohibit illegal manned traffic within the jurisdiction of Guishan Town. We will crack down on those who violate regulations and criticize and educate those responsible.

(6) Strengthen traffic safety publicity and education to improve public awareness of traffic safety. Strengthen the supervision of motor vehicle lanes and pedestrian lanes, and punish those who violate traffic rules. At the same time, establish a long-term management mechanism, strengthen patrols within the jurisdiction of Guishan Town, correct and punish behaviors that do not comply with traffic rules, and ensure the continuous improvement of traffic order.
